How long has this character been active in game? Since day one. So three weeks, almost four?
Why should this character gain this ability? I'm pretty sure that he'd actively seek out how to do it, and practice until he managed it. So it's not unrealistic that he'd get to that point eventually.
How do you envision them learning to control their shifting? Practice practice practice. Practice and finding shifters who can and have partially shifted before, and asking how they've managed it. It'll probably take a tonne of meditation on his part too, until it becomes almost second nature. He probably did/will not stop trying until he managed/s it. Frankly, he's obsessed with the idea. And it could very well be his undoing.
